Therefore, with this, the residence is well-mannered, so the elders and the younger ones are distinguished. With this, the inner chambers are well-mannered, so the three clans are harmonious. With this, the court is well-mannered, so the official ranks are well-organized. With this, the hunting is well-mannered, so the military affairs are relaxed. With this, the military is well-mannered, so the military achievements are accomplished. Therefore, the palaces are built with the right scale, the tripods are measured with the right image, the food is served at the right time, the music is played with the right rhythm, the carriages are well-mannered, the ghosts and gods are worshipped with the right style, the funerals are mournful, the arguments are well-organized, the officials are well-organized, and the government affairs are well-implemented; they are applied to the body and arranged in front of the people, so that all the actions of the people are well-organized. ”

Does that mean he must be completely benevolent? The Book of Songs says, ‘The great Master Yin, the people all look up to you.’ The Book of Fu Xing says, ‘One man has a blessing, and millions of people rely on him.’ The Daya says, ‘The king’s trust is the model of the lower land.’”The Master said, “When the higher likes benevolence, the lower will compete to be the first to be benevolent. Therefore, the ruler of the people should show his will, teach the truth, and respect benevolence, so that he can love the people; the people will act in accordance with their own behavior to please his superior. The Book of Songs says, ‘There are shackles and virtues, and the four countries will obey him.’”

The Master said: “If it is easy for the superiors to do things and easy for the inferiors to understand, then the punishments will not be complicated.” The Master said: “If the virtuous are favored as in the “Black Clothes” and the evil are disliked as in the “Hang Bo”, then the titles will not be disrespected and the people will be willing, and the punishments will not be tested and the people will obey. The Great Odes say: ‘The punishments of King Wen are followed, and the nations will be faithful.’” The Master said: “If the people are taught virtue and regulated by rites, then the people will have a sense of discipline; if they are taught politics and regulated by punishments, then the people will have a sense of evasion. Therefore, if the ruler loves the people, then the people will be close to him; if he is trustworthy, then the people will not betray him; if he is respectful, then the people will have a respectful heart. The Fu Xing says: ‘The people are punished by fate and regulated by punishments. Only the five cruel punishments are called laws. Therefore, the people have bad virtues and are finally exterminated from the world. ’”
